The story begins with Hawk receiving a message from his old friend and fellow pilot, Rachel "Raven" Pierce, who works for a top-secret government agency. Raven informs Hawk that a rogue state, known as the "Empire," has been threatening global stability with its aggressive military expansion and acquisition of advanced technology.

The final mission takes place in the Empire's capital city, where Hawk must infiltrate a highly secured airbase and take out President Zhang's personal air force. With the help of Raven and other allies, Hawk engages in an intense dogfight with the Empire's top ace, a skilled pilot known only as "The Krait."
