When Bethesda released the Creation Kit, they included the compiled scripts ( .pex files) but not the human-readable source code ( .psc files) by default. To actually write new scripts or edit existing ones, you need those source files.
Install the Creation Kit via Steam. Find the Source folder. Extract the .psc files. Fix the Papyrus Compiler path. Never download a random ZIP from the internet. skyrim creation kit scripts.zip
